Patokan dan aturan adat adalah acuan atau cerminan untuk melaksanakan adat didalam sukacita maupun dukacita yang pelaksanaannya harus didasarkan pada falsafah “ DALIHAN NATOLU “ serta memperhatikan nasihat nenek moyang ( Poda Ni Ompunta)
* Jolo diseat hata asa diseat raut ( di bicarakan sebelum dilaksanakan)
* Sidapot solup do na ro (mengikuti adat suhut setempat)
* Aek Godang tu aek laut, dos ni roha nasaut (Musyawarah mufakat ).
Pasal 1
1. Pada acara pesta perkawinan yang mutlak (mortohonan) suhi ni ampang ñaopat :
a. Pihak paranak (pengantin lelaki) yang terima ulos :
1. Ulos Pansamot : Orang tua pengantin
2. Ulos Paramaan : Abang / adik Orangtua Pengantin
3. Ulos Todoan : Abang / adik Ompung Suhut Pengantin
4. Ulos Sihunti Ampang : Saudara (Ito) atau Namboru Pengantin
b. Pihak Parboru (pengantin perempuan) yang terima sinamot :
1. Sijalo Bara / Paramai : Abang / adik pengantin
2. Sijalo Upa Tulang : Tulang pengantin
3. Sijalo Todoan : Abang / adik Ompung Suhut Pengantin atau
Simandokhon Ito pengantin *(sesuai Hasuhuton&Tonggo Raja).
4. Sijalo Upa Pariban : Kakak atau Namboru Pengantin
c. Urutan Pelaksanaan:
1. Ulos Hela diberikan setelah Ulos Pansamot.
2. Sijalo Paramai diberikan setelah sinamot nagok diterima Suhut Parboru.
2. Pada acara Adat Perkawinan yang harus diperhatikan :
a. Tintin marangkup diberikan kepada Tulang Pengantin pria, bila perkawinan dengan
Pariban Kandung (Boru Tulang), tidak ada Tintin Marangkup.
b. Jumlah Tintin Marangkup, sesuai kesepakatan demikian Panandaion bila ada.
c. Ulos yang diturunkan (tambahan) tidak boleh melebihi tanggungan Parboro.
d. Uang Pinggan Panungpunan, disesuaikan dengan besarnya Sinamot.
e. Undangan pada acara adat Boru Sihombing atau Bere Sihombing, suhu – suhu Ompu yang menerima Sinamot / Tintin Marangkup / Upa Tulang , wajib memberikan ulos Herbang, selain yang memberi ulos Herbang, boleh memberi uang (pembeli ulos).
Pasal 2
Pada Acara Adat Kematian (meniggal dunia), ulos yang berjalan dan acara sesuai tingkat kematian :
1. Meninggalnya dari usia anak-anak sampai usia berkeluarga :
a. Anak-anak dan Boru Sihombing remaja : Lampin atau Saput dari orangtua.
b. Remaja / Pemuda Sihombing : Saput dari Tulang-nya.
c. Kembali dari makan tidak ada acara adat lagi.
2. Meninggal Suami / Isteri :
a. Tingkat kematian ditetapkan dalam Parrapoton / Tonggo Raja.
b. Ulos Saput / Tutup Batang Suami dari Tulang-nya, Ulos Tujung/ Sampetua Istri dari Hula – hula.
c. Ulos Saput / Tutup Batang Istri dari Hula – hula, Ulos Tujung/ Sampetua Suami dari Tulangnya.
d. Urutan pelaksanaan : Saput lebih dulu baruTujung (berubah sesuai kondisi).
e. Tingkat kematian Sarimatua, kembali dari makam ada Acara Buka Tujung, bagi yang masih menerima Tujung.
f. Tingkat kematian Saurmatua, kembali dari makam ada Acara Buka Hombung.
g. Suami meninggal, Tulang-nya Siungkap Hombung; Istri meninggal, Hula-hulanya.
Pasal 3
Parjambaran
Pada setiap Acara Adat Pesta Perkawinan dan kematian berjalan Parjambaran, pada
dasarnya sebelum pelaksanaan harus dibicarakan lebih dahulu :
1. PARJAMBARAN DI ACARA ADAT PESTA PERKAWINAN, PANJUHUTI-NYA PINAHAN / SIGAGAT DUHUT.
a. Mengkawinkan anak laki – laki :
- Bila adatnya alap jual : Parjambaran Sidapot Solup na Ro
- Bila adatnya Taruhon Jual :
Osang utuh diparanak, untuk diberikan kepada hula-hula (Sijalo Tintin Marangkup), ihur-ihur (Upa Suhut) diparanak dan diberikan Ulak Tando Parboru,
Somba – somba dan soit dibagi dua dan parngingian (kiri) di Paranak :
(1). Somba – somba untuk Horong Hula-hula dan Tulang Rorobot.
(2). Soit untuk Horong Dongan Tubu, Pariban, Ale-ale, Dongan Sahuta, dll.
(3). Parngingian / Parsanggulan untuk Boru / Bere.
(4). Ikan (dengke) dari Parboru untuk Hasuhuton.
b. Mengawinkan anak Perempuan :
- Bila adatnya Taruhon Jual : Parjambaran Sidapot Solup na Ro.
- Bila adatnya Taruhon Jual :
Osang Utuh di Parboru untuk diberikan ke Hula-hula dan Tulang Rorobot.
Ihur – ihur (Upa Suhut) di Parboru untuk Hasuhuton
Somba – somba dan Soit dibagi dua dan parngingian(kanan) di Parboru :
(1). Somba –somba untuk Horong Hula-hula dan Tulang Rorobot.
(2). Soit untuk Horong Dongan Tubu, Pariban, Ale – ale, Dongan Sahuta, dll.
(3). Parsanggulan / Parngingian untuk Boru / Bere.

Pasal 4
MANGADATI
Mangadati adalah pelaksanaan ”menerima.membayar” adat perkawinan (marunjuk) yang telah menerima pemberkatan nikah sebelumnya, dimana kedua belah pihak orangtua sepakat, adatnya dilaksanakan kemudian dan atau kawin lari (mangalua) dimana acara ini dilaksanakan pihak pengantin laki-laki ( Paranak). Karena itu ”mangadati” tidak sama dan bukanlah manjalo sulang-sulang ni pohompu.
A. Tahapan yang harus dipenuhi sebelum Mangadati :
1. Pada acara partangiangan (pengucapan syukur) pemberkatan nikah, Paranak wajib mengantar ”Ihur-ihur” kepada pihak pengantin perempuan (Parboru) sebagai bukti bahwa putrinya telah di-paraja (dijadikan istri).
2. Pihak paranak melakukan acara manuruk-nuruk (suruk-suruk) meminta maaf dengan membawa makanan adat kepada pihak Parboru(hula-hula).
3. Pihak Paranak melakukan pemberitahuan rencana ”mangadati” kepada pihak Parboru, dengan membawa makan adat. Acara ini merancang (mangarangrangi) ”Somba ni uhum: (sinamot), ulos herbang, dan yang berkaitan dengan mangadati.
B. Acara ”mangadati” dilaksanakan di tempat pihak Paranak, sehinga pelaksanaan sama dengan pesta adat ”taruhon jual”, yakni pihak Parboru datang dalam rombongan membawa beras, ikan, dan ulos.

Pasal 5
MENDAMPINGI, MANGAMAI, MANGAIN
Pengertian umum adalah suatu proses untuk perkawinan campuran antara anaka / boru dengan anak/boru suku/bangsa lain (Marga Sileban), dimana pelaksanaanya dilakukan sesuai dengan adat Batak. Penerapannya dilakukan sesuai tahapan dan aturan masing-masing sebagai berikut :
MENDAMPINGI. Marga Sileban yang berkehendak agar anaknya (pria/wanita) melangsungkan perkawinan adat Batak dengan anak/boru Batak, Marga Sileban cukup meminta kepada satu keluarga Sihombing yang mau mendampingi dengan fungsi sebagai wakil/juru bicara/Raja parhata, dengan demikian :
1. Mendampingi Parboru, Sijalo Sinabot harus Marga Sileban, yang mendampingi hanya menerima uang kehormatan saja.
2. Mendampingi Paranak, Sijalo Ulos Suhi ni Ampang Naopat harus keluarga suku lain (Marga Sileban), yang mendampingi hanya menerima Ulos Pargomgom.
3. Yang mendampingi tidak boleh melakukan Tonggo / Ria Raja dan Papungu Tumpak.
MANGAMAI . Marga Sileban yang berkehendak agar anaknya (pria/wanita) melangsungkan perkawinan adat Batak dengan anak/boru Batak. Marga Sileban harus datang secara adat, membawa makanan na marmiak-miak, memohon kepada keluarga Sihombing yang mau Mangamai dihadapan Dongan Tubu, Boru/Bere, Dongan Sahuta.
Dengan restu hadirin, yang Mangamai mangupa dengan menyatakan kesediaan untuk melaksanakan tahapan adat perkawinan yang dimaksud pihak Marga Sileban, kemudian Marga Sileban memberikan Piso-piso dan Pasituak Natonggi kepada semua hadirin. Sehingga yang diamai dengan yang Mengamai sudah menjadi Dongan Sahundulan yang sifatnya permanen.
Dalam hal Mangamai Paranak, yang menerima ulos diatur sebagai berikut :
Ulos Pansamot : Orangtua kandung Marga Sileban.
Ulos Paramaan : Yang Mangamai.
Ulos Todoan : Marga Sileban atau keluaga yang Mengamai.
Ulos Sihunti Ampang : Boru yang Mengamau atau Marga Sileban.
Ulos seterusnya diatur pembagiannya sesuai dengan kesepakatan.
Tintin Marangkup tetap harus diberikan ke Tulang pengantin pria Marga Sileban.
Dalam hal Mangamai Parboru, yang menerima Sinamot/tuhor diatur sebagai berikut :
Sinamot nagok : Orangtua kandung Marga Sileban.
Paramai : yang Mengamai.
Todoan : Marga Sileban atau yang Mengamai.
Pariban : Boru yang Mengamai atau Boru Marga Sileban.
Upa Tulang harus diberikan kepada Tulang pengantin wanita Marga Sileban.
Panandaion/Sipalas roha diatur pembagiaanya sesuai kesepakatan.
MANGAIN. Marga Sileban yang berkehendak anaknya (wanita) melangsungkan perkawinan adat Batak dengan anak(pria) Batak. Marga Sileban harus datang secara adat, membawa makanan namarmiak-miak, memohon kepada keluarga Sihombing yang mau Mangain dihadapan Dongan Tubu,Boru/bere, Hula-hula/Tulang, Dongan Sahuta.
Tahapan Pelaksanaan:
1. Marga Sileban atau pendampinganya menyerahkan tudu-tudu sipanganon.
2. Marga Sileban menyerahkan putrinya kepada yang Mangain.
3. Yang Mangain, marmeme dan manghopol dengan Ulos Mangain.
4. Hula – hula yang Mangain (Tulangna) memberikan ulos parompa.
5. Marsipanganon.
6. Hata Sigabe-gabe.
Yang Mangain akan menempatkan yang diain pada urutan anggota keluarga yang tidak mengubah Panggoran (buha baju) yang sudah ada. Selanjutnya, keluarga yang Mangain bertanggung jawab melaksanakan kewajiban adat Batak kepada yang diain. Pada acara perkawinan yang diain, yang menerima Sinamot Nagok dan Suhi ni Ampang Naopat adalah yang Mangain dan keluarga. Orangtua kandung marga Sileban menerima Sinamot(panandaion) sebagai penghargaan atau penghormatan.
Pada dasarnya kedudukan Anak atau Boru yang Didampingi, Diamai, Diain, tidak sama, dan tidak punya kaitan apapun dengan ”pewarisan”. Masing masing hanya terbatas pada proses adat yang dilakukan.
Pasal 6
MANGANGKAT /MANGADOPSI
Suatu proses seorang anak (pria atau wanita) masuk dalam keluarga menjadi anak/boru, baik karena belum mempunyai keturunan maupun karena suatu hal.
1. Meminta persetujuan Haha/Anggi dan Ito, serta Hulua-hula(sekandung).
2. Mengurus kelengkapan dari catatan sipil.
3. Mengurus babtisan dari gereja.
4. Melakukan pengukuhan secara adat dihadapan :
- Dongan Tubu
- Hula – hula dan Tulang
- Boru / Bere
- Dongan Sahuta
- Raja Bius (Parsadaan dan Punguan)
5. Untuk acara pengukuhan Boru (putri) oleh namarmiak-miak, tetapi untuk pengukuhan anak (putra) sebaiknya sigagat duhut, karena kehadirannya. Selain pewaris juga akan menjadi penerus keturunan.
Tahapan pelaksanaan :
1. Penjelasan tentang tata cara.
2. Pasahat tudu-tudu sipanganon
3. Hula-hula dan Tulang mangupa / marmeme dan memberi Ulos Parompa
4. Marsipanganon
5. Yang Mangangkat menyerahkan Piso-piso dan Pasituak Natonggi kepada semua undangan (Upa Raja Natinonggo).
6. Pasahat Piso-piso dan Pasituak Natonggi kepada hadirin.
7. Hata Sigabe-gabe.
Pasal 7
ULOS HERBANG
Ulaos Herbang untuk diberikan ke pihak Paranak pada acara perkawinan Boru Sihombing banyaknya 17 (tujuh belas) lembar, bila ada tambahan/titilan Paranak, tidak boleh lebih dari yang disediakan Sihombing dan Ulos Herbang yang akan diterima pada acara perkawinan anak (putra) Sihombing Banyaknya tidak dibatasi. Dalam menentukan banyaknya Ulos Herbang, hendaknya tetap memperhitungkan waktu penyerahan.
Pasal 8
CATATAN/PERHATIAN
1. Pada setiap acara adat pesta perkawinan dan kematian yang berhak menerima dan memberikan adat aníllala anggota yang sudah diadati (beradat).
2. Pada kejadian dukacita (mate) di mana statusnya Sarimatua atau Saurmatua, bila bonannya Sigagat Duhut, tidak boleh lagi dijalankan teken tes.
3. Acara Patua Hata dan Pargusipon, dapat dilaksanakan oleh tingkat Suhu Ompu, tetapi Acara Tonggo Raja/Rai Raja harus sampai tingkat Borsak Sirumonggur.
4. Pesta adat (unjuk) yang oleh karena keterbatasan, hendaknya tetap ulaon Borsak Sirumonggur, karena hanya menambah lebih 5 (lima) undangan. Misalnya mengundang paling sedikit seorang dari masing-masing : Haha Doli Hutagurgur, Anggi Doli Hariara, Raja parhata, Pengurus Parsadaan Borsak Sirumonggur.
Pasal 9
PENUTUP
1. Patokan dan aturan adat ini dalam penerapannya tidak boleh menjadi beban pikiran dan menimbulkan kerugian Suhut Bolon.
2. Hal-hal yang berjalan di luar Patokan dan Aturan adat ini,harus dicatat menjadi dokumen Pengurus Pusat dan dilaporkan tertulis ke Dewan Pembina.
3. Patokan dan Aturan adat yang Belum tertuang, akan ditetapkan oleh Pengurus Pusat, setelah disetujui oleh Dewan Pembina.

Animal Park Pematang Siantar (THPS) is one of tourism object in North Sumatra as a place of entertainment a decent, affordable and educating for various circles, has hundreds of species of animals originating from within and abroad are also equipped with facilities to play. Renovation and development inaugurated by the President of the Republic of Indonesia, Bapak DR. H. Susilo Bambang Yudhoyono on November 13, 2007.

History
THPS opened to the public on November 27, 1936 with a total area of 4.5 hectares which was founded by Dr. Coonrad, as well as a leader first and is the fourth oldest animal park in Indonesia after Singapore, Bukit Tinggi and Bangdung.

In June 1965 the museum was founded by Prof. Zoological. Dr. FJ Nainggolan the diresmikian by Ibu Rahmi Hatta (Mrs. Vice President). Given that the THPS conditions no longer meet the expectations of society, like a little animal condition and not maintained as well have been very worrying situation, since September 1, 1996, THPS previously managed by Pemko Pematang Siantar, taken over by a National Entrepreneur Environmental Lovers local son DR. H. Rahmat Shah for 30 (thirty) years.
